Abstract :

We explored how policy expectation influences the relationship between public service motivation (PSM) and perceived merit pay policy effectiveness among public sector employees. Using survey data from 581 Chinese compulsory school teachers, we tested the influence of merit pay policy on PSM using multiple regression analysis. The results demonstrated that the relationship between the perceived effectiveness of merit pay policy and PSM is U-shaped. That is, teachers' PSM declined in the case of a weak perception of policy effectiveness but improved when teachers perceived that policy effectiveness was high. In addition, policy expectations moderated this link, suggesting that taking this variable into account can help to improve teachers' acceptance of the reward policy. The theoretical and managerial implications relating to strategies for implementing performance pay systems, study limitations, and possible future research directions are discussed.

全美公共管理学院协会(NASPAA)是美国国会立法核准的MPA教育专业认证机构,依据机构使命,NASPAA的认证活动遵循特定流程,依照七大认证标准和严格的时间节点开展自评、反馈、考察准备及实地考察等系列活动,其认证活动具有自愿申请、参与踊跃、组织严密、过程规范、认证标准紧密围绕办学使命及其履行情况、认证过程互动频繁、认证标准详尽等突出特点.结合我国MPA教育现状可借鉴NASPAA认证经验,进一步明确办学使命,制定严谨的质量保障程序,注重办学特色,开展课程创新,提高学生能力.

Abstract :

In this article, the authors theoretically propose that the perceived fairness of merit pay substantially influences leader-member exchange (LMX) and which in turn influences job engagement. Data from 581 Chinese compulsory school teachers show that the perceived procedural fairness of merit pay policy significantly and positively affects LMX and job engagement. That LMX partially mediates the relationship between procedural fairness perception and job engagement. The results indicate that procedural fairness plays more important role to motivate the public service employees in the merit pay implementation than the distributive fairness. The emphasis of procedural fairness may reflect the respect and dignity of the individual, which therefore promote teachers' acceptance of leadership management styles and further stimulate greater job engagement among employees.

基于对不同政府层级的公务员进行问卷调查,通过实证分析考察了在不同职位类型的情境下,公务员职位职责规范对组织绩效的影响.研究结果表明:公务员职位职责规范的使用程度与组织绩效呈显著正相关关系;公务员职位职责规范的清晰程度与组织绩效呈显著正相关关系;公务员职位职责规范能够在一定程度上影响组织绩效;职位类型对两者之间的关系有显著影响作用.

公众参与与行风测评有效性--基于被评组织感知的探索性研究 CSSCI-C

Abstract :

文章采用内容分析法考察A市行风测评中公众参与的状况,并基于被评组织的感知运用结构方程模型研究公众参与对行风测评有效性的影响。研究表明,A市行风测评中公众参与处于从强化公众对政策理解状态向促进公众与公共管理者伙伴关系建立状态发展的阶段,但被评组织对公众参与的态度存在一定差异;被评组织对公众参与的态度会直接影响其对测评结果质量的感知,并间接影响对测评结果使用和测评效果的感知。因此,政府绩效评价工作中保持被评组织对公众参与的积极态度,对增强被评组织对行风测评有效性的正面认识和对行风测评的认同感有重要意义。同时,由于目前被评组织对公众参与态度不一,政府绩效评价中引入和强化公众参与需谨慎并注意其渐进性。

Abstract :

基于中国地方政府创新多案例比较的视角,从中国地方政府创新获奖项目中选取“岗位任前公示制度”、“幸福江阴”、“效能建设”三个案例,探索中国情境下扩散较快的政府创新所具有的基本特征。研究结果表明,概念较为简单、操作较为简便、短期效果较为明显、采纳成本较为低廉、受益群体广泛、社会阻力较少的政府创新更加容易扩散。

以国家自然科学基金委员会信息公开的内容为考察对象,针对四类不同的利益相关者进行访谈调研,以明确利益相关者对科学基金信息公开的需求类型、需求内容及需求数量。研究结果表明:(1)所有利益相关者的需求类型集中体现为现实-长远型,而项目申请者的需求类型为现实-近期型,课题参与者的需求类型为现实-长远型,科技界公众和基金管理人员的需求类型分别表现为潜在-长远型和现实-长远型;(2)项目资助类信息的需求数量要远远高于组织管理类信息的需求数量,具体地,项目资助类信息居前三位的是:项目评估、项目实施和项目指南,而组织管理类信息位居前三位的是:机构设置、组织目标、技术与信息;(3)所有利益相关者认知程度最高的六类信息是:发展规划、项目指南、项目评审、项目实施、组织目标和机构设置,这些信息是今后需要重点推进的。

Abstract :

The article examines more than 80 winners and finalists in the Innovations and Excellence in Chinese Local Governance (IECLG) awards programme between 2001 and 2008. Our results show the main types of innovation in the Chinese public sector to be management, service and collaborative innovation, although instances of technological and governance innovation are emerging. State and party agencies at the city and county levels in eastern China appear to be more innovative than their counterparts at other levels in central and western China. We identify several factors that affect innovation in China, and find the country to have some distinct innovation characteristics relative to other countries. Our analysis contributes to an understanding of the state of the art in public sector innovation in China and suggests directions for further international comparative research.

Abstract :

An experimental research design is adopted to explore the potential impact of cultural differences in East Asia and the United States on perceptions of public ownership and governmental performance (efficiency, equity, and probity). While passionate debate has influenced governments on the merits of public or private organizations' delivery of public services, the empirical evidence remains ambivalent. Similarly, argument on societal and regional cultures suggests differences within East Asia as compared to the United States, but evidence is scant. Masters of Public Administration students in China, Hong Kong, South Korea, and the United States rated vignettes of organizations classified as public, private, or unknown ownership against key dimensions of performance. Findings indicate few public ownership and limited country differences, but a consistency in the rating of vignettes, suggesting convergence. The implications of these findings for the study of public management are considered in conclusion.

本文运用Berry和Berry的创新影响因素理论,提出由内部因素和外部因素构成的政府信息公开影响因素模型,并采用省级政府的面板数据进行了实证分析.研究发现,领导意愿、创新氛围、资源禀赋、居民压力、企业压力和环境压力均对政府信息公开具有正向的影响.本文说明了当代中国的地方政府信息公开创新实践受到内部因素和外部因素的共同作用,要进一步推动政府信息公开,也需要有针对性地解决这些方面的障碍.
